How to persuade In becoming vassals?

TL;DR: What does it need to make a faction my vassal? 60.000 China Dollars doesn't seem to be enough

Lately I played as Shu.. or Wu.. Mhu? I dunno, but I was next to Ba. I remember this because Ba donated 5 precious settlers to me, helping me advancing early game quite quick. Thank you Ba.

Anyway, after I bashed the Ba to only 1 City, whilst havin 15 cities myself, I offered them to become my vassal.
They ain't be happy bout this, so I offered 10.000 China Dollars, plus 2.000 China Dollars for 25 Rounds. They told me they agree on this, as all white coins being on their side, but in the end they refused agree...
Now I am confused ... what does it need to turn the Ba into my vassals?
Over my advancement in cities I have 8 unit stacks againt 1 unit stack in their capital and a harmonic pact since 30 rounds

Making other factions your vassal requires presenting a serious military threat to them, not just lots of money. So declare war, and more your stacks up to their capital and they'll be willing to talk.

One way ALWAYS work for me

  Once u beat the shit out of a faction, especially when ur military strengths is several times higher than his (u can compare ur military strength with his in STATS section), then what u need to do is: 1. Offering peace and 2. Transferring at least one city back to him; in this case, they almost always agree to become ur vassal.

  Offering only peace is often not enough and add money on the deal is always costly, but a city (even a shitty city) means a lot to them.

  However, since ur new vassal is recently beaten by u, it will take many turns for ur vassal to become strong enough to help u, sometimes more than a hundred turns.
