Settlement Snipe

Is there any way to prevent settlement sniping from friendly or neutral opponents?

I just spend 12 turns sieging a settlement, only for some random chariot army to charge in, kill the last 30/800 troops, and then take the city for themselves. Normally, I'd just declare war and siege it, but I had recently forged a treaty, so I have to wait 40 more turns. This is absolutely infuriating that some random army can pass my siege lines and then take the city.

What the fuck?

Sorry, it's a by-product of the way things work.  Your vassals will give you the settlement if they take it though.
